The 2006 Passat did not give an error code for the failed/failing fan control module but it was the only component in the circuit what would lend itself to causing intermittent operation. This condition prevented air flow across the A/C condenser and I actually had an error code for refrigerant overpressurization. The control module (part of the fan itself) was intermittent which was causing the engine to overtemp. Not addressing your '03 model but I recently had a 2006 Passat that had an inoperative fan.
